CAP Indicators – Infopage
Background and guidance on where to find PMEF indicators’ fiches and further explanations on reporting rules.
Background information
Regulation (EU) 2021/2115 of the European Parliament and of the Council established the performance monitoring and evaluation framework (PMEF), which applies for the CAP from 2023 until 2027.
PMEF indicators include:
- output indicators, which will be used for monitoring the implementation of the CAP;
- result indicators, which will be used to monitor EU countries’ progress towards pre-set targets;
- context and impact indicators, which will be used to assess the overall policy performance against CAP objectives.

Reporting year and exceptions
By default, data are presented by calendar year. The following exceptions explain how IACS-based and non-IACS-based indicators are reported.
- IACS-based output indicators (Integrated Administration and Control System which manages all the area and animal-based CAP interventions such as direct payments interventions and area and animal-based rural development interventions) are presented by a claim year. Consequently, the claim year n represents a financial year n+1 which runs from 16 October n to 15 October n+1. For example, IACS-based interventions, which are implemented and claimed by beneficiaries in the claim year 2023 (from 16 October 2022 to 15 October 2023) will be paid within the period of the financial year 2024 running from 16 October 2023 to 15 October 2024.
- Non-IACS-based output indicators (e.g. investments), for which the concept of the claim year does not exist, are presented by a calendar year preceding the financial year when they were paid (for example the calendar year 2023 means that the payment was made in the financial year 2024 running from 16 October 2023 to 15 October 2024). This allows to keep the consistency with reporting made for IACS-based output indicators and other calendar-based indicators. The same applies for result indicators.
